A good way to prepare for theory tests

My brother has been working as a driving instructor for ten years. Recently he has been observing people who take driving courses at his school and he came up with an interesting idea. Some people need additional classes which could prepare them for their theory tests. He noticed that several people seem to misunderstand what the tests are really about. They don"t want to analyze the traffic rules. They simply learn answers to test questions by heart and expect to be given these questions during their test. This reminds me a bit of the times when I was a secondary school student and I always studied history by heart, not even trying to understand it. The teacher was not encouraging though, he didn"t seem to be interested in our skills. My brother arranged additional classes for people who are taking their theory tests next month. They are going to look at some mock tests and try to answer the questions. However, each student will have to provide explanations to their answers so that it is clear they understand the rules behind the questions. I think it"s a good idea. To be honest, when I was taking my theory test two years ago, I also learned some of the answers by heart. I didn"t feel like searching through the traffic code looking for explanations.
